Getting your training funded as a business owner in France

For businesses registered in France. This guide covers the French system only: the funds, rules and amounts below apply to business owners and companies registered in France and paying French social contributions (Urssaf). The French names of the bodies are kept, with a short explanation, so that you can recognise them on official documents and websites.

Every year, as a self-employed business owner in France, you pay the Urssaf (the French social contributions collection agency) a small contribution for your own training. In return, a training fund can reimburse all or part of your courses: accounting, digital marketing, IT, food hygiene… Many business owners never use it. This guide explains, in plain words, which fund applies to you, how much it pays in 2026 and how to apply without having your file rejected.

Information checked on 18 October 2026 on the official websites

In short

  • You already contribute: the training contribution, called CFP (contribution à la formation professionnelle), is collected every year by the Urssaf in November. It gives you rights with a training fund.
  • The right fund depends on your activity: AGEFICE for retailers and self-employed managers in trade, industry and services, FAFCEA for craftspeople (artisans), FIF PL for liberal professions. Its name is printed on your Urssaf certificate.
  • You must apply before the training: AGEFICE between 4 months and 15 days before, FAFCEA no later than the first day. Only FIF PL accepts an application up to 10 days after the start.
  • On top of that: your personal training account as a self-employed worker (CPF: €500 per year, up to €5,000) and, for your employees, your sector's OPCO (for example AKTO for cafés, hotels and restaurants).

How it works: you have already paid, now use it

Every self-employed worker in France pays a training contribution (CFP). It is added to your social contributions and paid to the Urssaf once a year, in November. The Urssaf then passes this money to a training insurance fund (FAF, fonds d’assurance formation) that depends on your activity. That fund reimburses your training, provided you are up to date with this contribution.

Your statusCFP amount (official sheet checked on 1 January 2026)
Retailer (commerçant)€120 per year (0.25% of the annual social security ceiling), €163 with a declared collaborating spouse (0.34%)
Craftsperson (artisan)€139 per year (0.29%)
Liberal profession€120 per year (0.25%), €163 with a declared collaborating spouse (0.34%)
Micro-entrepreneurA percentage of turnover: 0.1% for a commercial activity, 0.3% for a craft activity, 0.2% for a liberal activity

Good to know: a micro-entrepreneur whose turnover is zero for 12 consecutive months cannot have training funded. And a business owner who has just registered has not yet paid any CFP: in principle, they must wait for their first contribution (AGEFICE makes an exception for a few training courses that are mandatory before starting, such as the operating licence for restaurants, the permis d’exploitation).

Which fund applies to you? The comparison table

Find your row, then read the detailed section below. If in doubt, the name of the fund printed on your Urssaf certificate is what counts.

Do you run an SAS or SASU, or are you a minority or equal manager of a SARL? You are treated as an employee for social security purposes (assimilé salarié): AGEFICE states that you do not fall under its scheme. The funds presented here for the self-employed therefore do not apply to you; ask your company’s OPCO and check your rights on Mon Compte Formation.

AGEFICE: retailers and self-employed managers

Who is eligible

  • Self-employed managers (travailleurs non salariés) in trade, industry and services: sole trader, micro-entrepreneur, majority manager of a SARL, sole partner of an EURL, partner in an SNC.
  • The collaborating spouse or partner, if the higher CFP was paid for them.
  • Provided you are up to date with the CFP and AGEFICE is named on your Urssaf certificate.
  • Not covered by AGEFICE: managers of an SAS, SASU or SA, minority managers of a SARL, liberal professions (FIF PL) and craftspeople (FAFCEA).

How much in 2026

  • CFP of at least €7: annual budget of up to €3,000, and up to €5,000 for a course leading to a national diploma or an RNCP qualification.
  • CFP between €0 and €7: €600 per year.
  • Hourly ceilings: €42/h in person, €35/h in a virtual classroom, €20/h for tutored e-learning.
  • Also: an allowance for loss of income (€8/h, adjusted according to your CFP) and an allowance for incidental costs (€4/h) for in-person training outside your premises.
  • Separate schemes that do not use up your budget: Cap Digital, Cap RSE, Cap Sobriété énergétique, and diagnosis-and-action programmes with the CCI (chamber of commerce) or BGE.

What is funded, what is not

AGEFICE funds professional training related to your activity, whether job-specific or cross-cutting, training that is mandatory to practise, and the diploma courses listed by AGEFICE. Excluded: personal development unrelated to your activity, coaching, consulting and audits, courses of less than 3 hours, car and motorcycle driving licences, VAT, registration fees and travel costs invoiced by the training provider. The provider must hold the Qualiopi certification (the French quality label for training providers).

Micro-entrepreneur in trade: your CFP is 0.1% of your turnover. As a rough guide, you therefore need about €7,000 of annual turnover to reach the €7 that unlocks the €3,000 budget.

FAFCEA: craftspeople

Who is eligible

  • Self-employed heads of craft businesses, including micro-entrepreneurs in a craft activity.
  • Collaborating spouses or partners and family helpers.
  • Provided you are up to date with the CFP. The FAFCEA website lets you check that you belong to it using your NAFA code (the French activity code for crafts).
  • For training in business management and development, craftspeople can also contact their chamber of trades and crafts (CMA, chambre de métiers et de l’artisanat).

How much in 2026

  • A maximum number of hours per year and a maximum hourly cost that depend on your sector. Example: 54 hours per year in the food sector, 100 hours per year in services and manufacturing (scales in force on 1 September 2026).
  • Since 1 September 2026: if your CFP is €85 or less, funding is limited to €600 per year and per business. Funding granted since 1 January 2026 counts towards this ceiling.
  • A craftsperson under the standard scheme pays €139 of CFP, so above €85. A micro-entrepreneur craftsperson pays 0.3% of turnover: as a rough guide, below about €28,300 of turnover, the contribution is under €85.
  • Incidental costs (transport, accommodation, meals): up to €200 per course.

Good to know

Food hygiene, risk assessment and allergen labelling are funded up to 8 hours per topic, per year and per trainee (food sector). Courses of less than 4 hours are not funded. Since 1 July 2026, only Qualiopi-certified providers can be funded. After the training, you have 2 months at most to send the paid invoice and the attendance certificate, otherwise FAFCEA refuses payment.

FIF PL: liberal professions

Who is eligible

  • Liberal professionals who are established and practising, up to date with their Urssaf contributions, including micro-entrepreneurs in a liberal activity.
  • The declared collaborating spouse, under the same conditions.
  • FIF PL must be named as the fund on your Urssaf certificate. For funding in 2026, the certificate must show your contribution due for 2025.
  • Doctors depend on another fund, the FAF-PM.

How much in 2026

  • Amounts are set profession by profession: a ceiling per day and a ceiling per year. Example: €900 per year and €300 per day for individual training for lawyers in 2026.
  • To find yours, select your NAF code (French activity code) on the FIF PL website.
  • E-learning: 50% of your profession’s ceilings.
  • Micro-entrepreneur in a liberal activity: since 1 September 2025, the amount also depends on the level of contribution paid.
  • Training to help you set up your practice is funded separately, without touching your annual budget.

Good to know

Not funded: skills assessments, career changes, courses of less than 3 hours, incidental costs and any training unrelated to your profession. Depending on your profession, some topics are excluded or restricted: for example, for lawyers, general IT and foreign languages are not covered. Check your profession’s sheet before enrolling.

The CPF for the self-employed

Like employees, self-employed workers in France have a personal training account (CPF, compte personnel de formation). It is credited with €500 per year of activity, up to a limit of €5,000 (pro rata if the activity lasted only part of the year). It comes on top of your training fund, but the same course cannot be paid for by both: AGEFICE refuses any course for which the CPF has been used, even for a remaining balance, and FIF PL also excludes courses linked to the CPF.

  • Mandatory contribution: since 2 April 2026, €150 remains payable by you in most cases (decree of 30 March 2026). An increase is under discussion for 2027: check the amount displayed when you enrol.
  • Eligible courses: only those listed on the platform (certifications, skills assessments, accreditation of prior experience (VAE), business creation or takeover…). Since February 2026, some usage ceilings apply (for example €1,600 for a skills assessment).
  • How to do it: create your account on moncompteformation.gouv.fr ↗ with your French social security number. To enrol, you need a FranceConnect+ digital identity (for example the one from La Poste).

Tip: keep the CPF for long or certifying courses that your fund covers poorly, and use your fund (AGEFICE, FAFCEA, FIF PL) for the year’s short courses. The fund’s budget is renewed every year; it does not accumulate.

Training your employees: the OPCO

For the employees of your small business, it is not your own business-owner fund that pays, but the OPCO (opérateur de compétences, the skills operator) of your collective agreement, under the skills development plan. To find out which one, use the official France compétences search tool: Quel est mon OPCO? ↗ (with your IDCC code, or your département and activity).

AKTO: hotels, cafés, restaurants

  • Annual ceilings for 2026 (teaching costs, excluding taxes): €2,000 for fewer than 11 employees, €3,000 from 11 to 25, €6,000 from 26 to 49.
  • Inter-company courses: €25/h in person, €15/h remote. Training on your premises: €1,000 per day, at least 2 trainees.
  • Espace Formation: a catalogue of courses whose teaching costs are fully covered by the sector’s budget. For food hygiene, one course on your premises per year, at least 3 trainees. Check this catalogue first: a topic listed there is not funded outside the catalogue.
  • Deadline: file submitted 30 calendar days before the start, and no later than 20 November 2026 for the 2026 budget.
  • MonEspace AKTO ↗ · Espace Formation ↗

Opco EP and the other OPCOs

  • Opco EP (local businesses: many craft trades, local retail and services) funds training according to each sector’s criteria: select yours on its “Critères de financement” page.
  • Apply in the “Mes services en ligne” area. Only a written agreement guarantees funding.
  • For a given year’s funds, the application must arrive no later than 30 November of that year.
  • Opco EP also offers Sélexion, a catalogue of courses selected for businesses with fewer than 50 employees.
  • Opco EP “Mes services en ligne” ↗ · Criteria by sector ↗

What about FNE-Formation? We found no official source confirming that FNE-Formation (a state training grant) is open to small businesses in 2026; AKTO’s FNE page states that applications are closed. Before counting on it, ask your OPCO adviser.

Checking that you are up to date: the Urssaf certificate

This is the document that opens all your rights. Without it, no fund will consider your file.

Where to find it

  • Log in to your online account on urssaf.fr ↗.
  • Path given by FIF PL: Gérer mon entreprise → Mes documents → Mes attestations → Attestation de contribution formation professionnelle.
  • Download the one for the year of the training: it covers your activity in the previous year.

What to look for

  • The name of the fund (AGEFICE, FAFCEA, FIF PL…): this is the one to contact.
  • The amount paid: it determines your budget (€7 threshold at AGEFICE, €85 at FAFCEA).
  • Your NAF code: FIF PL uses it to apply your profession’s criteria.
  • A security code: AGEFICE only accepts certificates that include one, not handwritten letters.
  • If you have a collaborating spouse, their name must appear on it.

Applying, step by step

  1. Download your CFP certificate from your Urssaf account and note the fund named on it.
  2. Read your fund’s criteria for the current year: topics funded, annual ceiling, maximum hourly cost.
  3. Choose the course and check that the provider is Qualiopi-certified (required by AGEFICE, FAFCEA, FIF PL and AKTO).
  4. Ask the provider for the detailed programme and a quote or training agreement, with precise dates.
  5. Create your account on the fund’s online area (FAFCEA, FIF PL) or contact a reception point (AGEFICE).
  6. Submit the application on time: AGEFICE between 4 months and 15 calendar days before the start; FAFCEA between 3 months before and the first day; FIF PL no later than 10 calendar days after the start; AKTO 30 calendar days before.
  7. Wait for the written agreement before starting, especially if you pay for the training yourself.
  8. Attend the whole course and sign the attendance sheets: absences reduce the reimbursement.
  9. Claim the reimbursement with the paid invoice and the attendance or completion certificate. FAFCEA: no later than 2 months after the end. AGEFICE: the agreement remains valid for 120 days after the end of the training.

The pitfalls that get a file rejected

  • Applying too late. The date the fund receives the file is what counts. An AGEFICE file received less than 15 days before the course may be refused; a FAFCEA file received after the first day is refused.
  • Sending the AGEFICE file directly to head office. It must go through a reception point, otherwise it is not processed.
  • Changing the dates without notice. At AGEFICE, a postponement must be reported with the dedicated form 15 calendar days before the planned date, otherwise you lose the funding.
  • A provider without Qualiopi certification, or a provider you are connected with (your own company, a relative, a partner): AGEFICE refuses these courses.
  • A course with no clear link to your activity. AGEFICE then asks for a signed cover letter; FIF PL and FAFCEA apply the topics of your profession or sector.
  • Paying with the CPF and also asking the fund. For AGEFICE and FIF PL, a course using the CPF is not covered by the fund.
  • An identity document issued more than 10 years ago (AGEFICE), even if still valid: it is not accepted except in special cases.
  • Forgetting to claim the reimbursement. After the deadline (2 months at FAFCEA), the money is lost, even if the course was approved.
  • Counting on VAT or travel costs being covered. The funds reimburse amounts excluding VAT; AGEFICE and FIF PL do not pay travel costs invoiced by the provider.

Examples of useful training

Practical ideas for a small business. Actual funding always depends on your fund’s criteria and on the written agreement you receive.

Accounting and management

Reading a balance sheet, tracking cash flow, setting prices, mastering invoicing software.

Funding side: cross-cutting training accepted by AGEFICE; “job-specific management” at FAFCEA (and courses offered by the CMAs for craftspeople); at FIF PL, only if the profession includes it (for lawyers, designed for lawyers).

Digital marketing

Google Business Profile, social media, website, online advertising, customer reviews.

Funding side: at AGEFICE, as a standard course or through the specific Cap Digital scheme, which does not use up your annual budget.

IT and digital tools

Spreadsheets, office software, backups, basic cybersecurity, AI at work.

Funding side: AGEFICE accepts several courses on the same software if the programme shows progression. At FIF PL, it depends on the profession (general IT is excluded for lawyers).

Food hygiene (HACCP) in restaurants

In commercial catering in France (traditional restaurants, fast food, cafeterias), at least one person in the establishment must have completed a specific 14-hour course with a provider approved by the regional prefect, unless they can show 3 years of experience as a manager or operator.

Funding side: restaurant owner registered as a retailer: AGEFICE (mandatory training). Employees: AKTO’s Espace Formation catalogue. Food craftsperson: FAFCEA, 8 hours maximum per topic and per year.

Operating licence (permis d’exploitation)

Mandatory in France to open a bar or a restaurant with an alcohol licence.

Funding side: AGEFICE funds it even for a newly registered business owner, with supporting documents (receipt of the declaration made at the town hall).

Foreign languages

Welcoming tourists, communicating with suppliers or customers abroad.

Funding side: at AGEFICE if the link with your activity is clear; at FIF PL, excluded for some professions (including lawyers). The CPF is an alternative for a language certification.

These examples do not guarantee any funding: each file is assessed by the fund according to its criteria for the year and the funds available.

Frequently asked questions

How much can I get per year?

It depends on the fund and on your contribution. In 2026: up to €3,000 at AGEFICE if your CFP is at least €7 (€600 below that); at FAFCEA, a number of hours and an hourly cost depending on your sector, limited to €600 per year if your CFP is €85 or less; at FIF PL, a ceiling set for each profession. The CPF comes on top (€500 per year, up to €5,000), but not for the same course.

How do I know which fund I belong to?

Download your training contribution certificate from your Urssaf account: the name of the fund (AGEFICE, FAFCEA, FIF PL…) is printed on it. This document is what counts.

Can I apply after the training?

No, except at FIF PL, which accepts an application up to 10 calendar days after the start. At AGEFICE, the application must be submitted at least 15 calendar days before; at FAFCEA, no later than the first day.

I am a micro-entrepreneur: am I entitled to this funding?

Yes, if you have paid your CFP and your turnover has not been zero for 12 consecutive months. Since your contribution depends on your turnover, the budget may be smaller: €600 at AGEFICE if your CFP is below €7, €600 at FAFCEA if it is €85 or less.

I am the president of an SAS or SASU: does this apply to me?

Not AGEFICE: managers treated as employees (SAS, SASU, SA, minority managers of a SARL) do not fall under it. Ask your company’s OPCO and check your rights on Mon Compte Formation.

Can my employees also be trained for free?

Their training can be funded by the OPCO of your collective agreement. For example, in hotels, cafés and restaurants, AKTO covers up to €2,000 per year for a business with fewer than 11 employees in 2026, and offers a catalogue of courses whose teaching costs are fully covered.

Official sources (in French)

Information checked on 18 October 2026. The funds revise their criteria during the year (FAFCEA did so on 15 May and again on 1 September 2026): always reread the criteria in force on the date of your application.
